Welcome to our November newsletter. We are at an exciting phase – focusing on two major objectives: finalising the INPAG (International Non-Profit Accounting Guidance) text as we look towards the launch in second half of 2025, as well as strategies to ensure adoption by both funders (for grant reporting) and countries (for entity reporting).
In this edition, we share some powerful articles published in the sector press, and welcome new Country Champions in Germany and South Africa. You can also check out the progress and discussions on proposed changes to fund accounting, grant recognition and the donor reporting format.

INPAG has been developed ‘by the sector, for the sector’. So, who actually responded to our Exposure Drafts? The analysis of respondents shows impressive geographical diversity, and representation from a range of stakeholder groups, with 549 responses from 86 countries. Of those, 179 were written comment letters (from 106 organisations and 73 individuals) and 370 were surveys. But it’s much more than a numbers game! The quality and depth of the comments have provided rich input that is proving invaluable. We have received validating confirmation of the areas that are resonating, and useful suggestions for areas to make changes.

The Institute of Chartered Accountants of Zimbabwe (ICAZ) convened a 2-day conference specifically for NPOs on 7-8 November, demonstrating the strategic role that Professional Accountancy Organisations can make in driving adoption and supporting accountants in the sector.
Samantha Musoke ‘zoomed’ in and co-presented with George Mahembe (pictured), Finance Director Zimbabwe Council for Higher Education (ZIMCHE), to explore the relevance and importance of the standard to Zimbabwe stakeholders.

Australia’s has issued a new Exposure Draft for Not-For-Profit Accounting Standard for Tier 3 entities. We’re excited to share that INPAG has been used as a key reference document in develop the proposals highlighting its relevance and credibility. AASB has been an active supporter of the development of INPAG with a member of their staff part of the Technical Advisory Group since 2019, and we are grateful for their continuous engagement and insightful contributions over the years.

Recent meetings of the advisory, governance and donor groups are shown below. We are so grateful for the commitment and wisdom of the individuals volunteering their time for these meetings.
• 26-27 September – Technical Advisory Group: The recordings and translated papers from the meeting in London have been uploaded, covering topics such as the grant model, users of financial statements, describing NPOs, and INPAG structure.
• 31 October – Governance Group: The group met to discuss plans for ongoing governance and maintenance of INPAG post launch.
• 7 November – Donor Reference Group: The group met to discuss proposed changes to the Donor reporting format, and strategies for funder adoption.
• 14 November – Practitioner Advisory Group: The group discussed on topics such as Donor reporting (Supplementary Statements), Presentation of funds on the Statement of Income and Expenditure, Grant income (terminology and decision tree), and donations in kind.
